Headmaster, Mr. Emmanuel Chingya, has been convicted and placed under house arrest until the inquiry is completed on Monday, November 15th, 2021.
Emmanuel Chingya has been told to turn over the school’s administration and management to the District Director of Education.
Thirty-one (31) kids from St. Charles Lwanga Basic School were on board the boat that capsized, killing these nine children. Unfortunately, the Headmaster had assigned these kids to labor on his rice farm, and they were scheduled to return home on November 12th, 2021.
Emmanuel Chingya’s actions were clearly in breach of section 3.7 of the GES Professional Code of Conduct.
The DG took use of the occasion to remind instructors in attendance to be cognizant of the Code of Professional Conduct, stating that the Service would not hesitate to impose consequences if they violated it.
The Northern Regional Director of Education, Dr. Attafah, the Director for Schools and Instructions, Mrs Patty Assan, and officers from the Northern Regional Education Directorate were among the team that joined the Director-General General.
