There is a convergence of the positions of Moscow and Kyiv on “important and key issues”, but some of them should be decided at the level of presidents, said Turkish Foreign Minister Mevlut Cavusoglu.
According to Turkey, among these items are:

- Neutral status of Ukraine, its rejection of NATO membership;
- Demilitarization of Ukraine and mutual security guarantees;
- “denazification” of Ukraine;
- Rejection of laws restricting the use of the Russian language on the territory of Ukraine.
Two more points are the status of the republics of Donbass and the ownership of Crimea.
